Brightness&Contrast, Layer blend=Screen, Motion blur...
I usually have a Gaussian blurred layer of the whole image that's set to about 25%-50% to make it appear a bit soft...

Wow, that video is amazing. You put a lot of work into this and I for one am impressed.
I need to get photoshop, and buy a new mouse that doesn't fly off the screen periodically. I wish I could do things like that, and maybe someday I'll be able to.
